The flag of Belgorod Oblast is divided with a dark blue cross into four equal parts: white (top-hoist), green (top-fly), red (bottom-hoist) and black (bottom-fly). The coat of arms of the oblast lies in the centre of the white (canton) part of the flag. 
Length/width ratio is 2:3. Coats height is 1/3 of the flag width. Width of a cross arm is 1/11 of the flag width. 
White stands for rich deposites of chalk, and for production of milk and sugar.
Green stands for fertility of earth, fields, and forests.
Red stands for blood shed by protectors of the Motherland near Belgorod in 16th-20th centuries.
Black stands for riches of the soil and its chernozem (black earth).
The coat of arms lies within white area because Belgorod means "white city" in Russian.
