The flag of Rostov Oblast, Russia, is horizontal tricolour of blue (top), yellow, and red (crimson), with a white vertical stripe at the hoist side of the flag. The width/length proportion of the flag is 2:3; the width of the white stripe is 1/5 of the flag width.
The flag is based on the flag of the Don Cossacks Army (1918): a horizontal tricolour of blue, yellow, and red. The colours of the Cossack flag stood for the three ethnic groups inhabiting the land of the Don River:
- The blue (cornflower): the Cossacks of the Don.
- The yellow: Kalmyks (see Kalmykia).
- The red (crimson): the Russian peasant.
