The flag of Tula Oblast, Russia, is red with three silver sword blades intersecting at the angle 120° in the centre of the flag, and two golden hammers one above the centre, and another below it.
The blades and the hammers symbolize production of weaponry. In 1712 the first Russian armoury was founded in the city of Tula.
